Ann L. Rasenberger, JD, President of Care Management Strategies LLC, has broad and diverse experience that includes work in Medicaid, Medicare, healthcare reform, care transitions, managed care, long-term care, community health centers, and behavioral health as a consultant, a health care provider, and an attorney.
Current and past clients of Care Management Strategies LLC include George Washington University’s Department of Health Policy, Johns Hopkins Healthcare, a federally qualified health center (Baltimore Medical Systems), a Maryland-based Medicare Advantage Plan (Bravo Health), Med Chi (Maryland's state medical society), the Maryland Hospital Association, Gilchrist Hospice Care, and several long-term care providers, behavioral health organizations, and consulting firms. Key projects for clients have included:
- Advising health care providers on interpreting and implementing the Affordable Care Act;
- Advising a large healthcare system on federal and state models and strategies for integrating the care of dually eligible beneficiaries;
- Developing regulatory strategies and advocating on behalf of health care providers with respect to regulatory issues involving the Maryland Department of Health and Mental Hygiene (DHMH);
- Conducting a survey of selected states’ home and community-based services Medicaid waivers for the elderly and physically disabled to identify best practices for waiver management and quality improvement;
- Assessing the workflow and business processes of a unit in DHMH's Alcohol and Drug Abuse Administration to determine how they can be managed more efficiently;
- Researching and analyzing state-led nursing home quality improvement initiatives around the country;
- Overseeing the preparation of a Medicaid Managed Care Organization (MCO) application on behalf of Medicare Advantage Plan;
- Conducting an assessment of the District of Columbia's Elderly and Physically Disabled Home and Community-Based Services Waiver program;
- Assisting in an evaluation of Maryland’s long-term care ombudsman program and drafting proposed legislation to restructure the program (for the Maryland Department of Aging);
- Providing technical assistance to the District of Columbia on its long-term care programs, including Money Follows the Person and consumer-directed home and community-based services;
- Conducting readiness reviews of the District of Columbia’s Medicaid MCOs;
- Developing reimbursement options to provide sustainable funding for a community-based, integrated behavioral health program for individuals who resist treatment outside of the emergency room; and
- Preparing a white paper on Medicaid and commercial insurance coverage of substance abuse treatment for Maryland's state medical society.
From 2001-2005, Ann served as a division director for Catholic Charities in Baltimore where she managed an array of programs for seniors that spanned the continuum of senior care, including a skilled nursing facility, an assisted living facility, independent living apartments, senior centers, adult day care programs, an information and referral program, and a family caregiver support program. In this position, she gained firsthand experience with problems with care transitions between the nursing/assisted living facilities she managed and the neighboring hospital (St. Agnes).
Prior to joining Catholic Charities, Ann provided guidance to several states and managed care plans on managed care and Medicaid reimbursement issues as a senior consultant for the Washington, DC consulting firm, Engquist, Pelrine & Powell. She was also VP of Regulatory Affairs for the Health Facilities Association of Maryland, a leading long-term care trade association, where she worked on ground-breaking quality improvement legislation and provided technical assistance to nursing facilities on new state and federal laws and regulations and quality improvement issues.
Ann developed expertise in Medicaid and managed care as an Assistant Attorney General and Medicaid counsel to the Maryland Department of Health and Mental Hygiene from 1988-1997, during which time she played a leading role in developing and implementing Maryland’s managed care program for Medicaid recipients, HealthChoice. She was also involved in the design of a managed care pilot program for “high cost users.”
Ann has provided guidance to the State of Maryland as a member of several advisory groups and task forces on issues relating to Medicaid, managed long-term care, community-based services for older adults, aging-in-place, and the development of Maryland’s Aging and Disability Resource Center. She has been a member of the Maryland Medicaid Advisory Committee since 2004. Ann received a law degree from Georgetown University and an A.B. in Government, cum laude, from Smith College.
